Lompoc City Council members voted to provide $2.5 million to replace the city radio networks
The council also voted 4-0 to allocate $2.5 million for the replacement of the city’s 30-year-old, 735-piece radio equipment and infrastructure that services Fire, Police, Utilities and Public Works departments. The phased program would replace handheld, base and mobile radio units, eight repeaters, police dispatch console, the fixed repeater site and add a new repeater site, all upgraded to a digital/analog system.
The upgrade aligns the city to meet the 2023 deadline to enable such an encryptable radio system.

Lompoc police get a radio upgrade after decades of old technology

For the first time in more than 30 years, Lompoc police officers received new portable radios on May 5.

Police Chief Kevin Martin said officers received more modern devices as part of a $4 million plan to replace the city’s three-decade-old radio network. 

“My biggest concern was the portables police officers were carrying,” Martin said. “Our radio maintenance staff was buying parts off of eBay to keep technology running for us.”

Cell towers still need to be erected to operate the new radio frequencies, Martin said. He said he’s hopeful that can be completed by the end of the year.

The plan to replace the radios began almost two years ago, he said, adding that the new system will help the department keep up with federal compliance. 

“We’re going from a single-band radio to a tri-band radio system in compliance with the FCC’s P25 requirements,” Martin said. “We’re going from one radio to three radios, so they can operate on all the different required frequencies.”

Sgt. Scott Morgan said he’s been using the same radios for the 21 years he’s been with Lompoc Police Department. He said dealing with radio malfunctions during emergencies only adds pressure during high-stress situations. 

“Sometimes, if we’re in certain areas—outer ranges of a city, an apartment complex, in the hospital, or even our own building—we have difficulty communicating with each other and with dispatch,” Morgan said.

Officers have to call each other on their cellphones if they can’t reach each other through the radio system, he said. The new radio system will eliminate this obstacle, which Morgan said should help speed up response times.

Groundbreaking ceremony for Lompoc's new radio communications system

The city of Lompoc is inviting community members to a groundbreaking ceremony for its new radio communications system.

The new Kenwood Atlas P25 system will deliver communication capabilities to key departments like police, fire, utilities and community development.
Some additional benefits include better teamwork with regional partners like Vandenberg Space Force base or the Santa Barbara County Sheriff's office. Enhanced public safety for the Lompoc Unified School District is also a plus.
Funding is coming from the city's general, enterprise, road and internal service funds.

LOMPOC, Calif. - Lompoc's radio system is getting an upgrade.

The city broke ground Thursday morning to begin upgrading and improving its public safety communication equipment, just days before mayor Jenelle Osborne leaves office.

“As I was elected mayor, from my public safety department, what I was hearing was our radios are over 35 years old,” says Mayor Osborne.

“They're an analog radio. They're completely scannable. One of the challenges we have now when we have a SWAT operation is we have to operate on our main frequency, which puts the patrol on to a lesser frequency,” says Kevin Martin, Lompoc’s police chief.

Radios used by police, fire, EMS, Parks & Rec, county sheriffs and Vandenberg space force base, are going from analog to digital - with a fully encrypted network.

“Now with this new this new technology, SWAT will have a completely separate tactical frequency so that we won't interfere with the daily operations,” says chief Martin.

This project will cost over $4 million and has taken over three budget cycles to get to this point.

“I am very relieved and excited that this is one of my final acts to ribbon cut, ground break for the new radio system and the antennas,” says Mayor Osborne.

15 new radio systems are going in Lompoc schools, giving them a direct line to first responders.

“Thanks to the city staff to help make this a reality and to the City council for supporting us in the way in which they did. This is a big heavy lift financially and we don't take that lightly in the police department. We're very grateful for it,” says chief Martin.

Final upgrades will be completed this summer.
