Waiver - Request for Extension of Time
1. Santa Barbara County, California, hereafter referred to as the “County”, respectfully requests an extension of time to construct the frequencies currently licensed under call sign WRQS385.
These frequencies have an original buildout deadline of 5/4/2023.
2. The construction of these frequencies is a small part of a much larger complete system upgrade of the County’s Radio System which includes the following call signs as well as several call signs that are still to be determined (TBD).

3. Due to unforeseen delays in the construction of this system, the County will not be able to construct these frequencies until 01/01/2027. Hindsight being 20/20, the County would have filed for slow growth had we known that the circumstances of some of our tower owners were going to change between when we released a Request for Proposal(RFP) and when we issued an award to EF Johnson. Unfortunately, the fact that we lost these sites is outside of our control.
4. If we can change the status of this license to slow growth, we are happy to do so. Otherwise, the County requests a new buildout deadline of 01/01/2027.
The County greatly appreciates the FCC’s assistance in this matter and apologizes for the inconvenience.
Request for Extended Implementation
In accordance with FCC rules Title 47, Part 90, section 90.551, Santa Barbara County requests an extended implementation period to implement the Santa Barbara County California P25 public safety radio communication system. Due to the complexity in deploying a large communication system, it is expected to take until November 2026 to fully transition to the new system. The plan below details the deployment of the SBC solution.
